Wilmot Proviso
David Wilmot a Congressman in the year 1846 introduced to the bill one amendment that was presented, during period of Mexican-war, to United States Representative’s House. Amendment proposed for banning slavery on lands which were captured by United States from the Mexico at the time of war. The amendment later was called Wilmot Proviso.
Twice Wilmot Proviso has been introduced to House. In the year 1846 amendment was been proposed for the 1st time with the request of James Polk the president of U.S. at that time. The proposal was for $ two million for having, with the Mexico, the negotiation. The amendment was passed by The House but was adjourned by Senate without voting or debating.
Proviso in the year 1847 was introduced again in congress’s succeeding session. Appropriation this time made was for $ three million. Antislavery amendment was once more proposed by Wilmot with Proviso. The House passed bill again, but Senate made decision for passing its bill. Proviso was not included in Senate’s bill. With many more bills proviso has been added but not a single passed among them.
Northerners, the supporter of proviso had maximum number of strength in Representatives House than southerners that’s why the proviso often passed the House. But as the Senate included representatives equally in number from both north and south proviso was never passed. Without being passed from both, the House and Senate, the proviso failed from being forwarded to president.
In U. S. slavery ought to be defined legal, was strongly considered by southerners. But slavery’s expansion was opposed by northerners. Few reasons why slavery was opposed by northerners was grounds of moral. They debated that people of Africa in America were not different from them, they are also humans. Others opposed it due to the threat of economical competition which they will have from owners or slave-traders.
The differences between the 2 zones lead to the increment of clash in between south and north; which finally became the main cause for civil-war’s occurence.
