Program Development and Evaluation
Program Development and Evaluation is a systematic process which provides proper training and technical assistance for planning, implementation, development and evaluation of the community-based faculty and the small businesses that need development assistance. This can be described as a process of generating, developing and the evaluation of education and service oriented organizations or the managerial work scheme. This process is based on the development or the growth in a structure, a function or a plan of an organization for a particular period of time or for a collection of separate plans.
Program Logical Model (PLM) is considered as an evaluation tool and it can be used to study the program’s entire life cycle to plan, manage, enhance, review and revise.
Program Logical Model has different stages in its developing process such as the preparation of PLM, planning process, implementation of PLM, and reviewing and revision of PLM.
The logical model of a program development process represents the actions in the program and it describes about the purpose of the program, how it works, what will be the result and the sequence of actions which leads the program to the goal or objective. The Extension Logic Model has six main components:
A particular condition or a problem that the program has to deal with and depending on these issues, priorities of the program are set.
Inputs are the resources, the investments, contributions and the assistance that are provided according to the situation.
Outputs are the activities, services, products, benefits that reach the people and society.
Outcomes are the results of the program, from which a group of people, a community or an organization that gets the benefits or services.
Assumptions are the beliefs or ideas about the program, attitude of the people who involved and the way of thinking about the program.
External Factors refers to the environment in which the program is being executed and the variety of external factors which influence the program.
In the Implementation stage of a Program, the development of the management plans is done. This stage provides the details of the inventory of resources what are available and what are needed to precede the program. It also points out the adjustments that are to be made in the mid–course of the program and it reduces the unintended effects. During the Evaluation Process of the Program, the tasks like the accomplishment of documents, organizing evidences of the program, framing questions about attribution, determination of the concepts that are to be measured, preparation or reports, collecting the full story of the program are completed.
